Should be simple - shower valve

his should be an easy fix, but I am having a difficult time figuring it out.
Before I break something - please advise...

My plumber dissappeared before he finished the job and I need to figure our how to get this shower working correctly.

The situation is that he left both of the valve assemblies closed and put on the handle without the finishing plate. As such turning the handle does nothing.
If I were to turn the assemblies with a screwdriver the water flow would be constant regardless of whether the handle was on or off.

Can anyone tell from this brief description what the problem might be and how I can get this working?

If I understand you right,

It sounds like you are talking about the stops. If the handle is in the off position and you remove it and open the stops the water should not flow to the tub or shower unless you turn the handle.

You should then be able to put the trim cover on then the handle and you should be good to go.

If the water does flow try turning the valve stem 180 degrees. If it is a Moen turn the water off and turn the cartradge 180 degrees.

If he put the handle on, then the mechanism must be in the valve, some are shipped without that piece and you buy and install them separately, therefore, if turning the handle does not shut off the water, then either you are not operating the valve properly, i.e., maybe you have to push it in to shut off the water, or there is something wrong with the valve.
 
Which Brand is it

It is a Kohler shower valve.

If it is a thermostatic valve, it probably does not have an "off" position. You must install a separate on/off valve it it did not have one already connected to it.
