white residue from faucet install?

I had a new faucet installed, and the guy used a clear sealant around the base plate (plumber's putty?) Faucet works great, however when it gets wet, it gives off a white residue. Do you guys know what that is? Is it bad that this is happening? Is that stuff toxic? Thanks!
 
If it is clear, it is NOT plumber's putty. He may have used a clear "tub and tile caulk" which is white when it is applied but turns clear when it dries. If so, water might "reactivate" it and turn it back to white until it dries again. It is NOT toxic.
