I have a Panosonic fan and getting the roof re shingled. I want to exhast the fan out through the roof. Any recommendations for roof vents for it? I think it needs to be insulated right?

The ductwork to the roof vent should be insulated and should have a good damper. When I had mine done, I picked up the insulated duct and roof jack at Grainger, but I'm sure you can find them elsewhere.
The installation instructions should give you a good idea of what's needed. Hopefully, the roofers will install it properly!

It is well known that the vent should have damper and a one that works well. I had the same issue, but when advised with residential roofing contractors (http://modelroof.com/marina-del-rey-roof-leak-repair-contractor.html) I was promised it would be solved. And it has, they have installed it perfectly.
That is why it is highly important to hire experts.
