Old Shower Diverter

Just moved into a new apt and can't figure out the shower diverter. Can anyone help?? I've tried pulling down, pulling up, everything and it won't divert the water to the shower head. Thanks in advance.

The lever in your photo is for the tub drain. A picture of the faucet and spout would be of more help. If it's this Delta spout you pull the aerator down for the shower.

A picture of the drain mechanism does NOT help us decide HOW your diverter works, or even WHERE it is.
