Dry Floor Drain

In my basement floor there are two drains. One is in the main drain sanitary sewer line; it works fine & there is always water in the trap. The other one is about 20 feet away but its pipe runs over to the main where it is tapped in. I believe it may be part of a storm sewer drain (I'm a DIY'er so correct me if I'm wrong). This one has had some tree hair roots removed from it in the past. Since then I have annually poured some copper sulfate crystals in it to try to retard root growth.

In any case, I took the cover off of the storm drain to pour in some copper sulfate root killer. If there is a trap there, it's dry - all I can see is a build up of rusty scale. I poured some water in it but found that it is apparently blocked. It only accepted less than a quart at which point the water was nearly up to the floor level. After a half hour, the water level had gone down very slowly by about an inch or two.

Can some one possibly explain what might be happening here and what needs to be done to restore normal operation? Replies are much appreciated.

If its a secondary drain then their shouldn't be a P-trap in it. Sounds like the issue is probably localized to the hop between the 1st and 2nd drains. I'd wager that the line is either stopped up with dead growth via the Copper Sulfate or the pipe is damaged. Is the Pipe Cast or PVC?
