Pictures of well pump, need a solution.

Below are pictures of my well pump, the well itself is 397' deep. Does anybody know what kind or brand of well pump this is? I moved into this house in 2006 and have been contemplating hooking up to city water whenever this thing dies on me. So far it has been working strong like a champ.

I have another question. I have two hoses coming out of the cistern. One hose goes into the maroon tank, but what is the second hose laying on the floor for???, when the pump is active I can hear the hose sucking air. Secondly can I bypass the main well pump by hooking up to this hose on the floor and use another water pump to fill a swimming pool to save the wear and tear on the main well pump? Below I have circled the hose I would like to connect to if it would work to bypass it. Thank you in advanced.

That is an old pump jack. They work like a windmill with an electric motor instead of a fan. I would say you need to fix that leak in the line you circled, and tee another pump into the line above that where the check valve and gate valve with the red handle are.
 
I would also put the filter on the house side of the tank.
