Well to lower water table

My home was built by a moron. He put the house in the ground 3 feet deeper than he was supposed to. Needles to say I had water problems almost immediately. Over the next couple of years he attempted to fix the problem. The last time he took up the concrete and put drain tile in throughout the basement with additional sump pits. This worked for a couple of years we had no water in the basement. I felt confident so I finished the basement. After a very wet spring this year I began having problems again. This is very distressing to me. I cant imagine tearing apart my basement again. Is it feasible or even possible to approach this problem by lowering the water table around my house with a well pump? I have a drainage ditch in the rear of my property for disposing of the excess water.
 
De-water wells are normal for construction. But it usually requires 2 or 3 stategically placed wells, pumping 24/7. This is a large use of energy and a tremendous waste of fresh water, but it can be done. Just like in a mine, you have to keep pumping or the water comes back.
 
I don't see it as a waste of fresh water. It's just being relocated. Energy wise though, it would suck a lot of money out of the wallet unless you can tap into some free energy like wind power.

Is there anywhere down slope that you could setup to siphon to?
