There is a pvc pipe coming out of my outside wall, it extends upward about two feet and is filled with foul smelling brown liquid. Should this be?

Whatever it is the pipe should probably not be full of a foul smelling brown liquid.

Maybe it is a Air Conditioner drain. May be plugged up.
Hook up a Wet/Dry Vacuum and suck it open/clean, then examine the crude.
