Aquanot II Charger Fuse Tripping

We have an Aquanot II charger for our backup sump pump. We unplugged the charger from the battery, and just plugged the charger into an outlet. As soon as we plugged it into an outlet, the two LEDs lite up, and then the fuse tripped within a second. We bought the whole sump pump backup system in June 2009, so it is fairly new. Any idea whether the charger can be repaired?

Anything can be repaired. The question is who will repair it and how much is it worth?
