Trying to understand basics of water pressure switch...

I have a water pressure switch that has 2 nuts, 1 is on a long bolt and according to the writing on the lid, controls both cut in and cut off pressure. The second is on a shorter bolt and controls just the cut off pressure. It says if you turn them CW you are increasing the pressure.

Issue is, pump never turns on. I thought if I turned both nuts counter clockwise, loosening them to the point where they are barely on the bolts any more, that would adust the pressure to the lowest possible settings. My thinking is, the pump should have turned on immediately since wouldnt that set the cut in pressure to zero? Anyway, it did not start. There is power to switch and the pump works if I hold the contacts together, but stops as soon as I let go.

Type of switch is centripro as4.
 
A 25' garden hose full of water and held vertically will give you about 10 PSI at the bottom that you can use to check your switch.
 
Just wanted to say thanks. Turns out the heater I had in my pump area was not getting at the pressure switch. Added another one and switch seems to work fine now.
