In our bathroom remodel, we're going from a single sink on a built-in vanity to two sinks-so additional plumbing/drains are needed. The contractor wants to cut a hole in the floor to do this-shouldn't it be done under the house? ( there's a crawlspace) Thanks!!

Cutting a hole in the floor would mean he/she was going to install a stand pipe, or in other words, a S-trap config which in most areas is not legal. If the plumber was wanting to open a wall to install the drains, that would sound more like a correct installation, meaning that they were going to do a turnout and go up to catch a vent.
How tall is the crawl space, (I have been in some that must have been designed for a snake, not a human)? How far is the access opening from where the plumbing will be done? How big is the plumber? If any of these has the "wrong" answer, then he probably wants to cut the hole so he can get to the plumbing easier. It should create no problems, and should cut the price because he will probably take less time than if he has to crawl in and out every time he has to get to that area.
