Cookie, I am sorry we have not responded to your post. It was just a case of everyone thought someone else would do it.

It is not unusual to have a flange that is not sitting on the floor. It is not the right way to do it, but it does happen. If the flange is attached to the pipe properly, and the elbow is supported so it doesn't sag, you can live with this. If the wax ring ever leaks, you will get a stain on the ceiling, but let's hope. It would not be a bad idea to fill in the gap with some backer rod and silicone caulk.

Make sure to caulk around the base of the toilet so any water from mopping the bathroom floor does not slide in under.
