toilet rough in concrete is not vertical

The rough plumbing in my lower level (4" ABS) is not quite vertical, It is off about 1/8" full in 4", which b basically means a flange inserted into that pipe would not be level with floor by about the same amount. How much "not level" would be an insurmountable problem. I am trying to avoid breaking up concrete, especially since there is radiant heat tubing in the floor. Is this solvable with a waxless ring.

Hi Steve,

I recommend getting an ABS closet flange that has a stainless steel ring on it as well instead of an all plastic flange. Secure the ring to the concrete with TapCon screws.
 
Thanks fellas. I do want to ask whether the waxless ring has advantages over wax rings in this situation.
