When my Toto Drake flushes it only uses about half the water in the tank. Is that normal?
Yes, that's normal.
Almost all new toilets that use 1.6 gallons use only a portion of the water in the tank. The tanks are kept large to "stack" the water higher.
When water drops from more height, it increases the force.
