toto ultramax santigloss won't empty waste

I installed 2 of these toilets 3 years ago now I'm having a problem with one, when I flush it it won't empty the waste even if its just paper. The water emptys from the tank an a little water from the bottom port of the bowl flows but nothing happens. It's not drawing out the waste as it flushes. It takes about 3 flushes to empty just a small amount of paper. Also plungers don't fit over the bottom of the bowl.

You may need to auger the bowl. If there is something in the trapway, it won't siphon.
I sometimes pull out cell phones, bars of soap, make up pens, shampoo bottles, toothbrushes, small toilets and dolls, wash rags.

Most plungers have a small pull-out that fits in there.
