Too little water in the toilet

We bought and installed a Kohler 1.6 gal per flush toilet, but hated it because there was only a tiny bit of water in the bowl and there was always a mess of stuff stuck on the bowl after a flush. We finally got disgusted and went back to the store and bought what we thought was a good old fashioned toilet that would have at least 2 inches of water in the bowl. It was a Glacier Bay brand from Home Depot and it has the same problem...very little water in the bowl and a mess all the time! It reminds us of the old style RV or marine toilets....We have to keep the toilet brush handy -- Gross! What can we do to get water to stay in the bowl? When we flush, the water comes up then goes out but never really fills up again. There's only an inch of water in the beginning of the trapway. All we want is water in our toilet! What can we do?
 
First pour water slowly into the bowl until you reach the high point. This is as much water as the bowl can possibly hold.

If when flushing, the water level doesn't reach this height, then check to make sure that the refill tube is directed into the overflow tube.
 
The height of the water in the bowl is fixed by the manufacturer and how he designed the bowl. IF you can pour water into the bowl and the water stays at that same level, that is the way it was made.
