Basement toilet flushing problems

This problem comes and goes but comes more often then goes. Basement toilet which I had put in during basement finishing often times doesn't fully flush. Most times if I hold the lever down to get all the water down, it will usually flush. Lately, that technique doesn't work even after several tries. It seems like I need a more water or more force. Are there toilets I can purchase that have a more forcefull flush? Any suggestions? This problem is making the toilet almost non functional. Thanks. Larry..
