My water meter in the basement makes a rapid tick tock tick tock noise when the washing machine is filling or shower or something else is drawing a lot of water. Is it ok? It's kind of annoying.

Mine does the same thing. I expect it is normal.

Call the city. They may want to replace it for you.
I don't expect that they will charge you for that.........

IT is normal. The more water you are using the louder it will be and the faster the tick, tocks, will occur

All I had to do was call the city.
They would replace the old one and repair the old one and yes the noise went away and you didn't have to live with noise.....
