Question on k-Rain Hyrdrotek 1114

I have K-raim hydrotek 1114 sprinkler system. Until last week things worked fine. Now, even when the system is in OFF position, the water does not stop. The wires are still connected outside from the 4 pipes (Indexing valve?).

How do we fix this?
