From the instructions it appears to be a variation of the old card game where you tried to create a system from the source to the faucet while blocking others trying to do the same thing.

No air gap/air break for indirect waste? Hmmmmmmpht! I got to stage 3 until I realized I need to invent a software program for plumbers to design multi-level plumbing systems with the same ease as that game. It would make designing/sketches an easier read, possibly 3 dimensional.
