for about a month now the float around the refill valve has been sticking keeping the valve from opening to refill the tank. is there an adjustment or a lube I can use to correct this or does it need to be replaced?

Remove the refill valve and install a new one. Go to home depot and get yourself a fluidmaster 400 which goes for about 7 dollars.
