We have two toilets in our house. One off the hall bathroom and one in the back bathroom. They go into a septic tank. Just recently the one in the back doesn't completely flush. so we wait and flush it a second time.

What I am wondering since this has just started...is is possible that the cold temperatures outside have anything to do with this?

I would suspect the toilet has something stuck in the trap. Sometimes you can clear these things with a small auger, other times you have to pull the toilet and go after it from underneath. Kids often try to flush a GI Joe or similar. Sometimes there will be a lost toothbrush, comb, or any of a number of other things.

With a septic tank, there are problems which could give those symptoms during rainy weather, but cold weather is not a cause of the symptoms unless a vent is freezing closed AND you have other problems along with it. Does the second flush then flush the toilet properly? If so, that usually indicates a functioning problem with the toilet, (specifically, usually the tank), not a clog.
 
The second flush does clean the bowl, but I will say it doesn't make a complete flush. I means not all the water goes out of the bowl.
