PEX freeze protection

DIYer in western WA state here - the forum link says DIY welcome, so don't flame me.:o

In connecting a vacant rental single wide mobile home to water supply, county inspector tells me that the 3/4 black poly and double hose clamps will no longer fly: I have to use a special clamp (which no plumbers nor hardware stores seem to know about) for connections, or switch over to PEX or PVC. Choosing pex for its resistance to freeze burst, I connected 3/4 pex via PVC compression coupling to 3/4 existing galv underground, and the pex through a boxed below ground (~ 10-12") pvc shutoff, then the pex emerges from ground under the house inside of the skirting, then to galv shutoff in belly at entrance to the floor. Armaflex installed on exposed pex.

The last week has been unseasonably cold, and yes, it froze up. Now that temps are rising slightly, it should thaw, or I have a date with a heat gun or torpedo blower. Bottom line:

What do I use for freeze protection above (and below?) ground, if the armaflex didn't do it, and heat tape can't go on plastic?
