Cast iron offset flange or PVC - more on Thai plumbing...

During a renovation, the builder built the wall out too far.
He should have left a recess so the toilet could slot in and then the toilet drop could have been straight into the soil line.
I could bash the wall/tiles out.... but....

now it is a couple inches toward the center of the bathroom from the drop.
their solution is temporary and inelegant and provides no proper seal on this soil pipe.

needs an offset flange - its a PVC 4" soil pipe with no threads.
never had a flange on it.
Doesn't have a flange on it now.

In a perfect world it just takes this...

1) is it better to solvent glue this inside or outside the pipe?
2) And in the tropics and i think that non wax ring might be better.?
