What causes toilet spray?

My mysterious problem with toilet spray continues and I am wondering if anyone knows a possible reason that would cause a toilet to spray droplets of water upwards when flushed, sometimes onto the toilet seat, sometimes onto the floor?

People keep telling me it's a problem with the toilet but I have had 3 completely different toilets installed in the last 4 months and I still have the same problem. I live in a condo and I am wondering if there could be a flaw in the plumbing system somewhere. Nobody seems able to solve the mystery as I've even had a couple of professional plumbers come to look. I really have no idea what else I can try? Any ideas at all?

This is awkward, but...
