When we turn hot water on (in any faucet in the house), there is a dicernable high-pitched whine. What could be the cause for this whining?

it could be the top of the water heater is
limeing up on either the hot outlet or cold inlet..

it could also be just the hot water shut offf valve
might not be open totally
