Anti Siphon Faucet Replacement

I have a Woodford anti siphon faucet which is leaking -- I have purchased the RK-17MH Repair Kit to replace teh valve seat rubber -- and all of the other parts on the way. Problem is when I get the handle off and the packing nut and get to the EPDM packing (appears white with specks) -- no idea what to do here ? do you dig out the white stuff to get to the packing washer? how do you get the EPDM packing out to continue on removing the other parts? what tools do you use and when replacing the parts do I need to purchase more of the "white stuff" to fill in between the nut and the washer?
