my lawn has been muddy and soft and soil is comming up around the edges of the lawn and also at the curb in the street for about a month, also there are alot of worms dead on the cement. I was wondering if there is a way to determine if my soil pipe or my water supply is leaking. my meter is in my house. or any other ideas.

I would call the city...there should be a curb stop out on the lawn or somewhere between the street and house...

The city will determin where the leak is...it sounds like a water line leak...in most citys and towns your responsibility is from the shutoff in the yard into the home...their responsibility is from the main to the lawn shutoff...

What you describe sounds like too much water to be the sewer. Look at your water meter. If it is turning while all taps on the house are off, that is your clue!

Where I've lived the city took responsibility up to the discharge of the meter, but in those cases the meter was in the same box with the shutoff. A leak on the meter discharge of my neighbor's was his responsibility. On the other hand a few years before in the same state, a leak on the supply side of my home's meter was repaired by the city.

It might be a spring. I had one in my back yard and it caused all sorts of curious things. I would dig about 12 inches down and water would just appear.

It seems to have disappeared this year.

The symptoms you describe indicate a leaking supply pipe. My guess is that you have a galvanized steel pipe that has rusted through although there is a chance of something else failing. There seems to be some questions as to who is responsible for the repair, but regardless of who pays for it, it has to be fixed. I would start by calling the city water department. They will send someone out to check what and where the problem is, and if it is their problem, they will fix it. If it ends up as your problem, then at least you'll know and can proceed with the repair. If the pipe is galvanized steel, the entire pipe is history and total replacement is the only repair you can do.
