How to adjust bowl water level?

Just replaced the fill valve in our Toto Supreme from the new design valve with the adjustment screw to a Korky 528. Now the water level in the bowl is approximately 2" lower after a flush and the bowl refills. The water level in the tank is 3/4" down from the fill tube so I am not sure what else to do. Is there a way to adjust the bowl level back up? Thanks.
 
Toto has Korky put a different restrictor in the line to balance the bowl/tank fill ratio. Did you throw the old valve out? You might be able to swap the restrictor to rebalance them. No idea exactly how to do this, but performance won't be good unless the bowl is full, regardless of the tank fill level.
 
Korky makes a fill valve specifically for Toto, model 528T, available at Lowe's, that directs more water down the overflow, refilling the bowl.
