Woodford 67C wall hydrant

I have a leaky 67C wall hydrant. I attempted to remove the stem to change the sealing washer but cannot remove the stem. I was able to remove the packing nut, valve stem key end but cannot remove the rod that closes the water supply. It is in the wall about 12" est. Please help if possible.
