First, realize that that flex is now toast. Don't even think about reusing it.
Is it gray? Painted steel, class action, etc. The flare is stuck to the nut. Try some pb blaster or WD.

1. it is NOT a swivel.
2. You have to use two wrenches to loosen it.
3. You have destroyed the flexible line and will need a new one.
4. Be sure to test the new connections with a soap solution, not a match.
