Well problem - no gauge pressure!

Have purchased a Water Ace R510 1/2 HP convertible jet pump, pressure regulator, and a packer style 2" casing well head adapter. Have a 34' foot deep well with a current water level of four feet. Inside the packer adapter is 1 1/4" down pressure line with a foot valve at the bottom. Foot valve is in the center of the water level about two feet off the bottom and is not clogged. Have primed everything completely, filled the down line, casing, etc. Pump never pressurizes on the gage, never pumps. Am running the pump at 115v, it is wired correctly. I have had it pump from a bucket. Any ideas on what could be wrong ?
 
Are the nozzle and venturi built into the pump or are they installed in the well with a jet assembly. Do you have a single line going down the well or two.
 
It's a jet assembly single line down with venturi in down pressure line in a 2" casing with whats called a "packer well adapter" connected to the well and casing.
