Toilet flange repair

So I'm tightening down a new toilet and it doesn't get as tight as should be. I proceed to pull the toilet off and the toilet flange came right up as well. I noticed that the flange was not bolted down to the floor, instead the flange sat over the very large drain pipe and appeared to be sealed and secured directly and only to the pipe. Any suggestions about fixing this? Some more information, the floor was just recently refinished and there is no floor that sits under the flange so it is nearly impossible to bolt the flange down without major repair. Please help if you can.

I sometimes use these red repair rings.
They have holes that are farther out.
