help...old cistern

bought a house that has an old cistern. concrete measures approx 9x9x9
deep. still has water in it. can we put a hot tub on top of it, as is ?

1st shows size of cistern
2nd shows top. if you move the larger stones you can see straight down into cistern. we measured down about 9 feet,and assume it is as large as the slab or top. ( we measured about 2 or 3 foot of water in it.
3rd shows what i assume is the pipe for putting water into it. i guess this was hooked up to the gutters ?
4th and 5th show two additional slabs that appear separate from the cistern. both have large hoops attached.

That depends upon its structural design and present-day integrity. The top of a typical cistern or septic tank is usually meant to only hold little more than occasional foot traffic ... and you could easily end up in a situation equivilent to that of having exotic fish in an expensive aquarium sitting on top of a cardboard box.

If the hot tub holds say, 300 gallons, that is 2400 pounds.

I would guess those loops are access-cover handles, and the best way to deal with an old concrete cistern or tank is typically to crush or remove its top and break its sides or bottom for drainage and fill it in. But before doing that, you might ask an engineer or inspector to take a first-hand look at what is there and to offer some specific advice.
