Fuel Oil Lines Exterior Specs NJ

Recently a relative had a oil spill from the use of a brass nipple and cap on a exterior fuel line. Nipple had water in it and split. What are the NJ or National code requirements for exterior fuel lines (pipe) ?

NFPA 54 and the Nat. Fuel Gas code.

Most exterior oil line piping is done with soft copper but you do still have a valve at the tank that is brass or bronze. There must have been a crap load of water in the tank though. I have never seen and exterior oil line freeze and split and it gets a whole lot colder up here than in NJ.
