School appropriate low or dual flush? Suggestions?

We would like to change out our toilets to low or dual flush toilets. Are there any suggestions for the brand of toilet that will withstand frequent use and fit a very tight budget. We are a private school in New Mexico. Also, where would I check out if there are any rebates for using low or dual flush toilets? Thanks for any suggestions.

While I understand and appreciate your need to be thrifty,don't let price alone dictate you choice. There are cheap toilets in Big Box Stores that builders and uninformed homeowners buy all the time. These are the ones plumbers remove and replace later because of poor performance. Especially in a school setting, you need a toilet that will be as close to bullet proof as possible. My suggestion would be a Toto Drake. These are the workhorse in the Toto line. They will cost a bit more than those builder models, but a clogged Drake is almost front page newsworthy.
