do i need a washer?

hey guys I'm new here but i hope you can help me out with something.I trying to install a bathroom faucet when i went to tun off the cold water tap in my basement it seems like even when i turn it off cold water is still running. now i have turned off the hot water tap in the basement with no problem. I have tried asking around some say it may need a washer. But where do i go from there? any suggestions?


any help is appreciated.

IF they used the correct type of valve, it does not have a washer and the reason it will not shut off completely is that is was a cheap valve.

Turn the main valve off and open the cold water on a lower floor. Install your faucet. Be sure you put shut offs on the supply lines under your sink. Then repair or replace that bad valve. If it's not the Main valve it may be a valve with a washer. Take it apart and see...........
