I need to know if the older dehumidifiers that have the hose attachment can pump water out if it is in a basement. In other words, do these things pump water with enough pressure to push water up.

My suspicion is that these things just work on gravity and allow for water to just flow down.

Your suspicion would be correct. Buy a condensate pump and use that to pump the water out instead. The big box stores have them.
