toto flush lever very hard to press down ?

cleaned flapper, played with chain settings to no avail.

it,s like i have a 20 ft. head of pressure. it,s not mechanical, lever rotates easy without water load. thank,s in advance

It is a little more pressure to lift up the 3" flapper.
Many of the newer toilets are that way.
