Briggs 6006 Leaks while filling

I have been trying to work on these toilets in my house for several years now. I have three and I've fixed one today at least for now. The worst problem is with the one that leakes water through the front lever area and through the back of the tank while filling. Unfortunately it has a poor flush to say the least. I've tried adjusting the float level, but that causes water to come gushing out of the inlet area and sprays water through the back holes in the tank area and out through the lever area in front of the tank. I'm not even sure that the water is coming into the tank correctly. I've compared how this one toilet works with the other two in the house. One toilet lets the water in through a small area in the tubing which the float arm attaches to (this is area 1 on the image). The other toilet seems to let water in at the bottom of another tube with the cork ball attached at the side (this is area 2 on the image). I've tried to adjust the float arm level. If I loosen the screw on top of area 1 in the image the water flow increases and at least the tank fills completely, however this is where I run into the problem with the water coming out of the tank. If I decrease water flow by tightening the screw or raising the float arm then the tank only fills about 1/4 of the way and that does not allow the bowl to flush. Does anyone have any advice on how to adjust the water flow so that it does not spray violently and cause water to leak outside of the tank while it fills. I apologize that i don't know all of the terminology. I've tried several plumbers, but they don't even want to touch it when they realize that it is a Briggs toilet.
