Gross substance in water pipes

Good morning,

We have quite a mystery we have been trying to solve for some time. A house we built has a fiber like substance coming through the cold water pipes. The house is on a shared well and there is only one house having this problem. The substance is almost like cotton from cottonwood trees. This is clogging up the showerheads, running into the washing machine and dishwasher. No one seems to have any idea what this is. Any help or information would be greatly appreciated.

What is the piping material inside the home.

Is the bladder tank fiber wound.

Did you recently have well work done? I was at a house where tons of grass was coming out of the tap ... all I could think is that they recently had the pump pulled (all the poly pipe was on the ground) and the lawn was probably freshly mowed ... what a mess!

Is this stuff hard or soft? Could it be a form of plastic, or is it organic?
