Toilet Flushing Problems

I have a problem with our toilet. It takes 3-4 times to flush a usual amount of paper almost every time, but will almost always flush #2 with no problem. Any help wpuld be greatly appreciated. Thank you.

A couple of possibilities: it could be a lousy toilet, or you have something caught in the trapway (or below) the toilet. Anything from ear swabs, toothbrushes, hair pins, pens, pencils, toys, etc. will let liquids pass through easily, but block solids. A toilet auger usually can remedy that, but sometimes it requires removing the toilet to remove the offending object.
