Woops - Fire/CO Hazard - Vent

Check Picture - Fire-CO Hazard - Vent

This was a 3" B vent venting 2-40 gallon hot water tanks. I'm not sure how long it was dumping under the eave like this. I wonder if this could have started a fire or if the emissions would be cool enough by the time they got to the eave.

1. A single 3" vent, of any material, is not large enough for two water heaters.
2. It appears that it has done a fairly good job of charring the eaves although the gases seem to have cooled down by the time they got there so there was no actual fire.
3. The elbow which came loose looks like a single wall one from the picture.

That's crazy.
