I think you'll find the front bolts just go into the floor, not the flange. So, you have a loose 14" (almost 15"), since you're measuring from the shoe molding, not the wall.

If money is a concern, just install the 12" rough.

From the shape of the bowl, and the picture is not specific, you may have a toilet with a "front discharge" in which case the front bolts are the ones at the outlet and you have a 20"+ toilet.
