Hi Terry,
I have a toilet that was installed in my house in 1988. I'm not sure how much water it uses per flush. I marked the water line in the tank, shut the water supply off, flushed the toilet and then filled the tank back up to the line. It took about 2 gallons. Does this seem right to you ? Thanks !

It’s a 3.5 gallon

What you don’t see is the water that overfills the bowl.
It’s not just the water in the tank, there is a line going into the overflow that fills the bowl, and with most, the fill valve will overfill the bowl a time or two.

1.6 toilets weren't required until 1992

If it was a 1.6 GPF water closet it would be clearly marked.
