Mansfeild QuantumOne low water level

I just got done installing two Mansfield QuantumOne toilets (146-153). The first toilet I installed in my front bathroom works real good except for a little water splash on the rim. The problem is with the second toilet I installed in the master bath. The water level in the bowl is real low compared to the front bathroom toilet. When you flush the toilet the water gushes down the drain for a longer period of time before the bowl/tank starts to fill, and then the water level is low. I do not think the problem is with the tank, because I switch the tanks from one toilet to the other to see if it would make a difference. They both still flushed the same. Still got the low water level in the master bath toilet. One thing I notice when I installed the bowls is that in the back of the bowl where the tank drains into the bowl there is a little bit of caulking. Not sure what that is for. I was thinking that maybe my problem is with the draining of the water. Maybe the wax ring did not seat right and is blocking part of the drain pipe.

Any thoughts would be great.
