toto drake ballcock

Does anyone know if it is normal for the ballcock in the Toto Drake to leak a few drops of water just under the blue cap while the tank is filling? It stops dripping after the tanks is filled?

they all do it....

its sort of like the vaccum breaker finally

letting off pressure .....

like a final gasp before it totally shuts down.
