is their a way to raise the water level on this toilet it seems low for using

Normally no...think of it as a bowl full to overflowing...the only way to tell for sure is take a bucket and slowly pour water in. If it comes up and STAYS up, that's the max. Toilets are generally designed to have their bowls overfilled...so what you see is what you've got...no way to make it higher unless it's not filling properly. Adding water manually will tell you that.
