i am in north Dakota--oil boom country. we are getting a lot of out of state people coming to look for work. we had a recent applicant from California who wants to work in our electrical division and claims to be a master electrician. in nd we have apprentices, journeymen, and masters. what is the system in California?

The state of CA does not have classifications like apprentice/journey/master. Just a "contractor's license". But a lot of electrical contractors are associated with the IBEW, so those terms come in to play.

The State of California has no "master" category here is a list of the ones they do have:
General electrician
Residential electrician
Fire/life/safety technician
Voice data video technician
Non-residential lighting technician
