Shutoff valve access plate is stopping m

What's the correct tool for accessing the shutoff valve behind this kind of access plate in this photo? the plate is unremoveable and i need to shut the water off. the condo building was completed in 1988. please help. :confused: :confused:

Can't quite see in the photo. Isn't that a screw in the middle of the plate?

And, even if it's not, pry the damn thing off and replace it with something easier to get into. They're pretty cheap.

What is that just below it that is just barely showing in the picture? This looks more like a cleanout cover than a valve cover.
